Today residents can speak about Phila. budget

Philadelphia residents will get a rare chance to sound off on the city's proposed 2008-2009 budget in City Council today. Although all council hearings are open to the public, the microphone is only handed over to average citizens twice during the budget process (not including a third public comment session dedicated to the school budget).
